THE Zimbabwe Media Commission (ZMC) has encouraged information and communication focal persons to acquaint themselves with and embrace the Freedom of Information Act (FOIA) so that they deal with information requests expeditiously.
This was highlighted during a training workshop of information officers on the FOIA by the commission in Bulawayo this Tuesday afternoon where officers were equipped with the necessary knowledge and skills to effectively implement the act within their various organisations.
The act states that any person who wishes to request access to information from any public entity, public commercial entity or the holder of a statutory office in accordance with the rights granted under this Act may apply in writing in a prescribed manner to an information officer of the public entity, public commercial entity or holder of a statutory office concerned.
On receipt of a request, an information officer must immediately provide a written acknowledgement of the request to the applicant.
If an information officer is able to provide an immediate response to an applicant that is to the satisfaction of the applicant, the information officer shall make the response.
ZMC Commissioner Retired Major Edward Mbewe said the officer play a pivotal role in information dissemination to the public.
“As provincial information officers and local authorities your role in implementing this significant piece of legislation is critical for advancing transparency and accountability in our public sector. FOIA is not just a legal obligation, it is a cornerstone of democracy, it empowers citizens by giving them the right to public information giving them the right to information led by public authorities thereby fostering a culture of openness. For us this is a new responsibility to endure that information is accessible,” said Comm Rtd Maj Mbewe.
He said requests for information must be handled efficiently and that there is a clear process for managing information requests saying that implementing the FOIA effectively requires the shift in the organizational structure, it is about moving from a mindset of information as a controlled asset to bringing it as a public good that should be freely accessible.
“This shift has profound implications, FOIA enhances transparency which in turn fosters public trust, by adhering to FOIA, your entity demonstrates a commitment to accountability and openness which is vital for building and maintaining trust with the public. Proper implementation of FOIA can lead to more efficient management systems, clear procedures and well-defined protocols of handling information requests can improve overall operational efficiency,” he said.
The training covered key aspects of the law, that included understanding the scope and provisions of FOIA, developing and implementing the policies for information access, handling information requests and managing exemptions, addressing common challenges and best practices of compliance.
He added that the role of information officers and heads of entities is pivotal in setting the tone for transparency and openness.
“By embracing and upholding the principles of the FOIA, not only complies with the legal requirements but also contributes to the broader role of a more open, accountable and democratic Zimbabwe,” said Comm Rtd Maj Mbewe.
