Insiza RDC buys machinery through devolution funds

INSIZA Rural District Council (RDC) in Matabeleland South Province has bought new road equipment using devolution funds allocated this year in a development that the local authority said will significantly reduce the cost of hiring earth-moving equipment and boost road maintenance across the district.

The equipment will assist the local authority in carrying out desired infrastructural development projects that will make the roads traffickable.

The equipment recently purchased comprises a motorised grader, two tipper trucks and a tractor-backhoe-loader.
Insiza RDC chief executive officer (CEO), Mr Shepard Tshuma confirmed the latest development saying it will enhance the district’s capacity to develop its infrastructure.

“We bought this equipment using devolution funds and the main thrust is to build the local authority’s capacity to construct and repair roads. This will cost us less compared to hiring equipment or contracting jobs,” he said.

Mr Tshuma said the council was planning to expand its machinery fleet with an excavator, bowser and a compactor.

He said there are several roads and other critical infrastructure projects that the council is working on hence the new equipment will enable it to accelerate implementation of the projects.

“Social amenities and infrastructure development are some of the major pillars of the National Development Strategy (NDS1). We will no longer be held back by costs and limitations associated with hiring. We are now in charge of our development and we aim to deliver quality infrastructure projects that will transform Insiza.

“This new equipment is a game-changer for our council. We are excited because we are building a brighter future for our community. We are stimulating economic growth and improving the lives of our people and this is what development is all about,” he said.

Mr Tshuma said through the devolution funds, the local authority has managed to address challenges faced in the district in terms of inaccessible roads, shortage of clinics and classroom blocks.

“The district has recorded significant development as a result of devolution funds. These funds have helped us address key development areas and we are grateful to the Second Republic for making it easy and possible for us to fulfil our obligation, which is to improve the lives of our communities.”

The Second Republic led by President Mnangagwa has operationalised the devolution concept as enshrined in the Constitution, resulting in at least five percent of the national budget being disbursed to local authorities to improve efficiency in service delivery.
