Devolution changes lives in Bubi Bubi District

THE Bubi Rural District Council has completed different developmental projects that have seen an improvement in the lives of people in the district as devolution funds are being used to bring services closer to the communities.
Last week, Bubi RDC together with local leaders from different wards met to discuss major projects completed with devolution funds as well as those that require attention.

From the summary of disbursements since 2019, Bubi District has received $136,450 million from the Government and managed to complete more than 12 projects which include building classroom blocks at local schools and clinics as well as drilling boreholes.

Member of the Parliament for Bubi constituency Cde Sonny Mguni said the meeting was organised by the RCD mainly to discuss how devolution funds were used and what needed to be done going forward.
“This meeting was organised by Bubi RDC mainly to look at how devolution funds have been used. Devolution funds are public funds that are meant for development. We were looking at the projects that the council has done in Bubi District from 2019 to 2023. We noticed that there is a lot of development.

“A lot of projects were done because when I was looking at the report more projects are now complete with only a few yet to be completed. We receive devolution funds from the Government, after our President His Excellency Cde Mnangagwa actualised the concept to help us develop our communities in line with his philosophy of leaving no-one and no place behind. Without the funds, we were never going to build these schools and clinics,” he said.
Cde Mguni said through devolution funds they have managed to develop Bubi District and they were so excited that they would do more.

Bubi District Council chief executive officer Dr Patson Mlilo said since council was a public office, people should know what was happening with devolution funds.
“I’m happy that this meeting was successful as we managed to bring the top leadership of Bubi District together to discuss our budget, taking into consideration that they are the ones who interact with the masses from different communities.

If people understand the devolution budget and what council is doing, they will be able to cooperate in terms of meeting their responsibilities for council to operate well,” he said.
He emphasised the need for a holistic partnership between council and the communities saying it was such an engagement that was important for development.
Among part of the projects that were completed using devolution funds are construction of classroom blocks at Bubi Primary School in Ward 20, Esiphikeni in Ward 14, construction of Bona Clinic in Ward 21, purchasing of borehole equipment in Kenilworth Ward 19 and purchasing and delivery of a dam scooper among others.
